Interactive proof-of-concept for issue #19 — a new Owner
signs up and sets up the organisation until an Operator can log the
first wash. Self-contained (no network requests); all names, numbers and
keys are fictional. This is the browser-served desktop surface of the
one role-adaptive app (Solution Design §2.2). It demonstrates the two
states the wireframes call out specifically: the
E-1-gated "WhatsApp coming soon" provider state (OP-4)
and the SmsPortal secret-shown-once moment (§6.4). Not
production code — a walkthrough aid for the Tolla setup review.
